We couldn't decide on going first thing in the morning for low crowds or sunset for views. We decided 1st thing in the morning. The horizon was a little cloudy but we could pretty much see everything. Just couldn't see Mt Fuji. We chose both decks and all decks didn't disappoint. We bought all of the photos as well as getting some of the freebie photos that they gave to everyone which I thought was a nice option for those not wanting to buy. All were amazing which was why we chose to purchase them all. The gift shops and capsule turners all had great stuff at reasonable prices. I wish we had of allowed a full day to look in all of skytree's mall as well but we had booked other things to do, but we still spent a good 3 1/2 hours there. I would suggest going up to the top deck 1st (if you book for 1st session in the morning), as you will get amazing photos with little people, and do the below decks after that. Still - it was great to not be in massive crowds. Definitely worth going to and recommend mornings for less crowds. We didn't eat at the restaurant, but had a cool drink and snacks on one of three decks with views. So glad I went - & time permitting, would probably go again if I travel back to Japan.
