I was under the impression that general time tickets also allowed to the deck view but unfortunately it wasn't stated in the tickets

It was very easy to buy the ticket online. I bought the ticket when I was at the entrance to the Palm Tower. Payment went smoothly with credit card. I received my ticket in my mailbox within a few minutes and was able to walk straight to the view.

The View at The Palm

Many are calling The Palm Tower ‘the most spectacular palm tree in Dubai’, and for good reason. Built in the heart of the artificially created Palm Jumeirah, this award-winning building project is built in the shape of a palm tree. The tower exudes luxury, with its stunning apartments and of course, the St. Regis Hotel. But it also boasts remarkable views of Palm Jumeirah from its observation deck on the 52nd floor. Photography and videography are permitted. However, specific exhibits do not allow flash photography for the safety of the animals.
The average time spent at the Aquarium tunnel (Level 0) is 15 - 30 min. The Underwater Zoo (Level 2) takes about 45 min - 1.5 hrs. The Glass Bottom Boat ride lasts approximately 15 to 20 min.
